• Must reside in any Indian state.

For citizens in Jammu & Kashmir:

• Women must be 60 years or older.
• Men must be 65 years or older.
• Must be born and currently residing in Jammu & Kashmir.
• Permanent address must be in Jammu & Kashmir.

Note : Indian citizens from other states assigned to Jammu & Kashmir for government duties are not classified as citizens of Jammu & Kashmir.
